Choose a licence
Any company that sells tour packages, handles inbound or outbound travel, or runs a ticketing business in Malaysia needs this licence under the Tourism Industry Act 1992. MOTAC looks closely at your company structure, paid-up capital and office setup before it approves.

International schools, private schools, language centres and tuition centres must be registered under the Education Act 1996 before they can take in students. The State Education Department reviews your premise, courses, management and teaching staff.

Local and foreign contractors must register with CIDB before they take on any construction work in Malaysia. Your grade, from G1 to G7, sets the size of project you can bid for, and your categories cover building, civil or mechanical and electrical work.

Businesses that carry out electrical installation work must register with Suruhanjaya Tenaga under the Electricity Supply Act 1990. Your class, from A to D, depends on the value of projects you plan to handle and the competent persons you employ.

Contractors who install or repair water supply systems need a permit from SPAN under the Water Services Industry Act 2006. Permits are issued by type and by state, so you only pay for the scope your business actually needs.

These licences are not tied to one industry. They depend on what your business does, such as supplying to the government, running a premise in Kuala Lumpur, putting up a signboard or working in the digital economy.

If you want to supply goods, services or works to government agencies, your company must first be registered with the Ministry of Finance through ePerolehan. The certificate lists the field codes you are allowed to bid for, so getting them right from the start matters.

Malaysia Digital Status, formerly MSC Status, is awarded to tech companies carrying out approved digital activities. It gives you easier hiring of foreign knowledge workers and other facilitation from MDEC, with or without the tax incentive.

Every business operating from a premise in Kuala Lumpur, from restaurants to retail shops and offices, needs a business licence from DBKL. If you put up a signboard, an advertisement licence is needed too, and both can be applied for together.

Before the local council approves your signboard, the Bahasa Melayu wording on it must be checked and endorsed by Dewan Bahasa dan Pustaka. It is a small step, but missing it can hold up your whole signboard licence.

There are different types of business premise licence in Malaysia, and the one you need depends on the nature of your business.
For activities that are less straightforward, the local council will assess your application and decide which licence category your business falls under.
Some businesses also need supporting approvals from the relevant ministry or agency before the council will accept the premise licence application. We check this for you at the start, so nothing holds you up later.
